BCSC Enforcement
BCSC Settlement Agreement
Van Burrard Mortgage Investment Corporation
A BC-based mortgage corporate has agreed to pay $25,000 after admitting to trading securities without being registered.

BCSC Decisions and Orders
Naresh Singh Mann (aka Naresh Singh Maan)
In 2018, Mann pleaded guilty in provincial court to a Criminal Code offence of fraud of over $5,000 for persuading a Vancouver resident to invest $15,400 in an online gambling company. He then used the invested money for personal expenses. Mann received a suspended sentence in 2023.
Mann is permanently banned from participating in BC’s investment market and is prohibited from being a director or officer of any issuer or registrant.

Brandon Wade Boddy
In June 2024, the BCSC alleged that Boddy, a Port Moody resident, refused to attend an interview and failed to produce records as required by the Securities Act. Boddy is temporarily restricted from participating in the investment market until a hearing is held and a decision is rendered by a BCSC panel.

Baynsworth and Lloyd Holdings Inc. and James Michael Burnett
The BCSC has imposed a temporary order against a BC company and an individual connected to it. The BCSC has obtained evidence that Baynsworth and Lloyd Holdings Inc. (Baynsworth) and Burnett may be making representations prohibited by the Securities Act and violating the registration and prospectus requirements. BCSC staff have repeatedly asked Baynsworth and Burnett to stop this activity.

CIRO Enforcement
CIRO Sanctions
Mohammad Movassaghi
A CIRO panel has imposed penalties on Movassaghi after he committed multiple misconducts including falsifying a client’s signature on account forms, failing to exercise due diligence related to Know Your Client (KYC) information, and failing to disclose conflicts of interest.
As a result, Movassaghi must pay a fine of $70,000, is permanently banned from conducting securities-related business, and must pay costs in the amount of $45,000.

BCSC Early Intervention
The Investment Caution List warns British Columbians about entities that may pose a risk to the public. These entities may be located in BC or accept BC residents as customers and have the following characteristics:
- They are not registered to provide investment services
- They are promoting investments that show signs of fraud
- They impersonate legitimate firms
