The February 2025 Enforcement Roundup highlights two enforcement actions taken by the BC Securities Commission (BCSC). It also includes six new additions to the Investment Caution List.

Amar Bahadoorsingh
Bahadoorsingh has been permanently banned from participating in BC’s investment market for having been found liable by a federal court in Boston for fraud, misrepresentation, and offering unregistered securities.
The U.S. Securities and Exchange Commission (SEC) alleged that Bahadoorsingh and others secretly gained control of several companies. In one case, they sold shares of several companies to unsuspecting investors to generate substantial illicit profits.

BCSC Findings
Brent Wai Keun Chow
Chow, a Coquitlam resident, has been charged with fraud and theft following an investigation by the BCSC. The arrest relates to a misconduct that allegedly took place between 2017 and 2018 in Burnaby. Chow is prohibited from contacting alleged victims, operating a private investment club, selling, promoting, buying, trading or distributing securities, or engaging in any investor relations activities.

The BCSC Investment Caution List notifies British Columbians about unqualified investments and unregistered activity originating outside the province but accepts BC residents as clients.
